A real estate website is not a brochure with a property gallery attached. It is a searchable database of inventory that has to stay accurate, load quickly with hundreds of photographs, meet the Ministry's advertising requirements, and get enquiries to the right agent fast. Agencies that treat it as a design project often end up with a good-looking site that is slow, out of date and hard to search. This guide covers what a Kuwait agency's site actually needs.

One caution first. Property advertising in Kuwait is regulated, and rules have changed in recent years. What follows reflects published reporting; confirm current requirements with the Ministry of Commerce and Industry or a legal adviser before launch.

Build around the advertising rules first

The Kuwait Times reported in December 2024 that the Ministry of Commerce had tightened the rules for real estate advertisements. As described there:

  • Advertising is limited to licensed real estate brokerage companies and institutions; property owners may advertise directly but must say that they are the owner.
  • A property identification letter from the Municipality is required for the advertisement and must remain valid while it runs; this does not apply to international properties.
  • The owner's written approval is required before publishing.
  • The advertiser's commercial licence number must be displayed.
  • Descriptions and prices must not be misleading, only genuine images of the property may be used, and significant flaws affecting value must not be hidden.
  • For rentals, the advertisement must state the actual income and whether it is gross or net.

Separately, the Arab Times reported that freelance, home-based licences for real estate brokerage were due to stop being valid on 1 September 2026. If your business used one, check your current licensing position before advertising online.

For a website, these rules translate into practical build decisions: a licence number in the footer or on each listing, a required "owner approval" and "Municipality letter" check in your internal listing process before a property can be published, and listing fields that force complete, honest information rather than free text.

Search and filtering that matches how Kuwaitis look for property

Search is the core feature. Visitors should be able to filter by:

  • Buy or rent
  • Property type: apartment, house, floor, commercial, land and so on
  • Governorate and area, since people think in neighbourhoods rather than cities
  • Price range in KWD, and monthly rent where relevant
  • Bedrooms and, for commercial, size

Filters need to work well on a phone, where most browsing happens. A search panel designed for a wide desktop screen and shrunk down is a common reason mobile visitors give up.

The listing page

Each listing is effectively a landing page and should be built as one:

  • A fast photo gallery that loads the first image immediately and the rest as the visitor scrolls
  • Price, area, type and key specifications near the top

  • A clear description written for this property, not a generic template
  • A WhatsApp button that opens a message already mentioning the listing, plus a call button and an enquiry form
  • Related properties, so a visitor who isn't right for this one has somewhere to go

Photographs without slowing the site

Photos are the product, and also the main cause of slow pages. Uploading full-resolution camera images to every listing produces pages that crawl on mobile data.
